Quinten is partner bij Brinkhof en lid van het dagelijks bestuur. Zijn praktijk betreft de telecommunicatie-, media- en technologiesectoren (TMT). Hij adviseert en procedeert over telecom-, media- en privacyregulering. Daarnaast beschikt hij over ruime ervaring in het opstellen en uitonderhandelen van commerciële contracten zoals IT- en licentiecontracten.

Quinten heeft verschillende aanbieders van elektronische communicatienetwerken bijgestaan in procedures bij de Autoriteit Consument & Markt (ACM) en voor de rechter over vraagstukken als netwerktoegang, tariefregulering en consumentenbescherming. Daarnaast adviseerde hij telecombedrijven en radio-omroepen over de verschillende frequentieverdelingen die de afgelopen jaren hebben plaatsgevonden. Hij adviseert ondernemingen uit uiteenlopende sectoren over de bescherming van persoonsgegevens. Ook heeft Quinten verscheidene ondernemingen bijgestaan bij onderzoeken door de Autoriteit Persoonsgegevens.

Quinten publiceert regelmatig en is voorzitter van de redactie van het media- en communicatierechttijdschrift Mediaforum. Hij is auteur van het boek E-Business Law of the European Union (Kluwer International), en schrijft mee aan Privacy- en gegevensbeschermingsrecht, Tekst & Commentaar (Kluwer). Quinten is ook docent bij verschillende postdoctorale specialisatie-opleidingen voor privacyrecht en is lid van het bestuur van de Vereniging Privacyrecht Advocaten (VPR-A). Daarnaast spreekt hij regelmatig op seminars en congressen.
