Dutch ban on zero-rating incompatible with European Net Neutrality Regulation
Quinten Kroes and Hanneke Kooijman wrote a commentary on the judgment of the specialized Lower Court in Rotterdam of 20 April 2017. The court ruled that the strict Dutch prohibition on ISPs offering certain online services for free as part of an internet subscription was incompatible with the more nuanced European rules on zero-rating. As a result of this judgment, the Dutch Telecoms Act will be modified. The commentary is available to download here.
